Digital transformation is reshaping every aspect of our lives. In this context, a critical question emerges for Armenia: who will lead the country’s digital development, and in what way, to ensure the process remains inclusive, transparent and effective?

This session will explore strategies to ensure reliable connectivity for the country and examine the available alternatives. For landlocked countries, maintaining stable international internet connectivity can pose significant challenges. The discussion will focus on ways to safeguard access to critical internal and external resources, as well as on the tools and technologies currently available to support this goal. Participants will also consider the potential roles of satellite internet, alternative cable routes, localized traffic exchange, and other related infrastructure in enhancing network resilience.

VPNization - Content Regulation, Legal Framework and Security

In recent years, several laws, legislative proposals and regulatory initiatives in Armenia have sought to govern online content and limit access to illegal or harmful information within the country’s digital space.

While these efforts are often driven by goals related to public safety and social order, they may also contribute to the growing use of Virtual Private Networks (VPNs) to circumvent restrictions – a trend increasingly referred to as the “VPN-ization” of the internet.

This evolving landscape raises important questions about digital security, the effectiveness of regulatory frameworks, and how to strike a fair balance between law enforcement objectives and the protection of user rights. These issues will be explored in a multi-stakeholder dialogue, engaging all relevant sectors and perspectives.
