Gevorg Hayrapetyan

Head of Personal Data Protection Agency

Gevorg Hayrapetyan is the Head of the Personal Data Protection Agency of the Ministry of Justice of the Republic of Armenia since August 2018.

Prior to joining the public service Gevorg worked in the public sector as a lawyer at Freedom of Information Center NGO, then as a Head of the Legal Department since 2005, as a lawyer-expert, lecturer and expert for “Journalists for the Future”.

He has been working for the Caucasus Institute Foundation, lecturing at the Mass Media Education Center at Yerevan State University.

Aida Mukuchyan

Inecobank CJSC, Digital Marketing Specialist
Aida Mukuchyan is an economist and a marketing specialist. She has been engaged in promoting various local and international brands on social networks and other digital platforms since 2012.
Now she is a Digital Marketing Specialist at “Inecobank CJSC” and she conducts marketing courses in Social Networks.

Avetik Yesayan

 The founder of "Shirak Technologies"

Avetik Yesayan is the founder of “Shirak Technologies” . He has more than 30 years of work experience in designing and testing systems.

He has worked in the position of head of IT department initially at UN office, and later in American high-tech companies developing modern built-in solutions in the silicon industry.

Mr.Yesayan has graduated from Yerevan State University, Department of Radiophysics with Microelectronics specialization and South-California University with Computer Architecture specialization.

Armen Muradyan

Armen Muradyan received Bachelor`s degree at the Armenian Engineering State University, the faculty of Atomic Energy of department energy.

In 2002 he created computer class at Charitable Organization “Cross of Armenian Unity” where in 2003-2008 he became the chairman of the committee examination of computer class.

In 2007 Armen Muradyan founded company “ARPINET”, where works as a director up to this day. Since 2010 he has been working as chief computer specialist in the court of first instance of Armavir region.նSince 2015 Armen Muradyan is a Board Member of “Armenian Cable TV Broadcasters Association”.

Ani Varderesyan

 Arbitration centre of settlement of domain name disputes foundation, Lawyer

Ani Varderesyan joined the Concern Dialog Law Firm in 2016 and currently holds the position of a lawyer. She studied at the Faculty of Law at the French University of Armenia with a Bachelor’s Degree in 2012-2016.

In 2018, Ani received a Master’s Degree in International private and comparative law at the same University. During the MA, she was an exchange student in France, at the Jean Moulin Lyon 3 University.

Anna Chulyan

Electronic Libraries Consortium of Armenia, President

Anna Chulyan was appointed Head of Library of YSLU in 2010 and was Head of the Scientific Center and coordination of the works of the Bryusov Museum.

Since 2010 she works as a senior lecturer at YSLU Department of World Literature and Culture. Anna was elected as the president of the Armenian Consortium of Electronic Libraries in 2014, and was appointed Armenian Coordinator of EIFL (Electronic Information for Libraries) International Organization in 2015.

Artak Harutyunyan

Artak Harutyunyan is a Digital Media enthusiast, an Internet advertising expert. He is the co-founder of “SMARTOLOGY Digital Marketing academy”.

He is also the founder of the AMCG Agency, providing digital marketing and communications services. He started a blog about marketing and advertising since 2007 and started working in the field of marketing since 2008.

Artak collaborated with various advertising companies with top international brands in the field of digital marketing in Armenia.

Hakob Arshakyan

Minister of Transport, Communication and Information Technologies of the Republic of Armenia

Hakob Arshakyan is the Minister of Transport, Communication and Information Technologies of the Republic of Armenia. He coordinates the policy implementation in the sectors of Communication, Telecommunication, Internet, Digitalization, Innovation, Information and High Technologies, Cyber Security and Space Transport.

In 2012–2017 he was the Regional Head at the “Alliance” Partner Program at “National Instruments” and the Founder and Executive Director of the “Araxis Engineering” Company in January-May, 2018.

He has been the First Deputy Minister of Transport, Communication and Information Technologies of the RA during May-October, 2018 and the Minister of Transport, Communication and Information Technologies of the RA since October, 2018.

Aghasi Lorsabyan

TUMO Center for Creative Technologies, Engineer

Aghasi Lorsabyan is an Engineer at the TUMO Center for Creative Technologies’ in-house software product team. A physicist by education, Aghasi has spent the last 10 years in senior software engineering positions, he has a keen interest in e-learning and the power of technology to deliver innovative educational content.
Aghasi is currently working on the TUMO learning path, an online platform that supports the TUMO e-learning experience. He has played a key role in scaling the platform for our international expansion. Prior to TUMO, Aghasi also worked in various teaching positions throughout Armenia.

Lena Harutyunyan

 "Teach Me More Learning and Development Center", President

Lena Harutyunyan is a linguist and a school psychologist. In 2016, she founded DVM Method for children in need of special education, which is a supporting learning tool for both parents and professionals.

In 2016 the TMM “Teach Me More Learning and Development Center” NGO’s opened its first office and this year they opened the 2nd one. The Center runs individual social entrepreneurship activities where charity is done by the TMM family.

Lena always mentions: “Everything – good or bad, depends on our consciousness”!

Dušan Stojičević

Marketing Director for Eastern Europe, Gransy

Mr. Stojičević has been a member of the Board of Directors of the The Serbian National Registry of Internet Domain Names (RNIDS) (2011-2016) and was Chairman of the Board of Directors (2013-2016). He was also the coordinator or member of the several Registries Working Groups (2011-2016). Dušan was directly involved in launching Serbia’s IDN ccTLD “.срб”>
At ICANN community, he is currently the Chairman of Cyrillic Generation Panel (LGR) and an active member of Universal Acceptance Steering Group (UASG).
In 2014-2017 he was member of Executive Committee of SEEDIG (South Eastern European Dialogue on Internet Governance) and a member of Program Committee of RIPE SEE meetings in 2015-2017.

Samvel Martirosyan

Founder of the ArmSec foundation

Samvel Martirosyan is an information security and new media expert, a member of the Armenian Internet Governance Council and the founder of the ArmSec foundation.

He lectures at Yerevan State Linguistic University named after Valeri Bryusov, Yerevan State University, RAU (Slavonic University) and other educational programs.

Samvel Martirosyan ran iDitord, badu.am, OpenArmenia and a variety of Internet projects.

Samvel Bektashyan

CEO, Betanet

Samvel Bektashyan has been the founder and the CEO of “Betanet” since 2007. Among a number of projects the company has been engaged in the introduction of online video advertising technologies in Armenia since 2013, as a result of which the MediaRoll advertising network was successfully launched.

Currently, the company is working on the network and the distribution of digital advertising auditing tools in foreign markets. Samvel Bektashyan is a member of “Internet Society” NGO.

Chris Buckridge

External Relations Manager for the RIPE NCC

Chris Buckridge is External Relations Manager for the RIPE NCC. This role involves engaging the broad range of RIPE NCC stakeholders, including RIPE NCC members, governments, law enforcement agencies (LEAs) and international organisations such as the United Nations, the European Commission, the Organisation for Economic Co-operation and Development (OECD) and the International Telecommunication Union (ITU).

Chris manages an External Relations team spread across Amsterdam, Dubai and Moscow. Born in Brisbane, Australia, Chris began working for the Asia Pacific Network Information Centre (APNIC) in 2003, before relocating to Amsterdam in 2006 to take up a position in the Communications Department of the RIPE NCC.

He moved into the External Relations department when it was established in 2010.

Lianna Galstyan

External Relations Manager, Internet Society

Lianna Galstyan has been a board member of the Internet Society NGO since 2013 and the Internet Society Armenia Chapter Board Chair since 2018.

She has been involved in the “.հայ” domain name initiative group promoting its usage among Armenian community. Since 2014 Lianna is the Public Relations Manager of the Internet Governance Council of Armenia. Besides, Ms. Galstyan is a member of the SEEDIG and ArmIGF Executive Committee, and from 2018 she is also a member of the UN-led IGF Multistakeholder Advisory Group (MAG).

Ms. Galstyan also represents “Internet Society” NGO at the Asia Pacific Regional At-large Organisation in ICANN where she holds the Vice Chair position.

Alexandra Kulikova

Head of Global Stakeholder Engagement for Eastern Europe & Central Asia at ICANN

Alexandra Kulikova is the Head of Global Stakeholder Engagement for Eastern Europe & Central Asia at ICANN since September 2017.

She leads the development and implementation of the ICANN GSE regional projects in the aforementioned region engaging with various stakeholder groups on a variety of topics regarding the role of ICANN in regional and global internet governance, global DNS security, stability and resiliency issues and DNS industry development.

Alexandra holds an MSc (Hons) in Media and Communication Governance from London School of Economics and Political Science in the UK and an undergraduate degree in linguistics and multicultural communication from Moscow State Linguistic University in Russia.

Frédéric Donck

Internet Society European Bureau Director

During ten years of international public policy work within the European Commission, in particular with Directorate-General for Information Society and the Directorate-General for Enterprise, Frédéric developed and advocated for numerous European policies and decisions in the convergent e-communications sector and contributed to the launching and management of Europe-wide projects in the advanced television broadcasting and information and communications technology sectors.

During the past ten years, Frédéric has also been an adviser to corporate executives and boards in the telecommunications sector. A former Head of European regulatory affairs for Belgacom Group, Frédéric also worked for five years as a Member of the Executive Board of the European Association of Telecom Operators (ETNO). Frédéric holds a LLD (Law Degree), from the Catholic University of Louvain- La-Neuve (UCL) as well as a Masters in European law (LLM) from the State University of Ghent (Gand).

Vigen Arushanyan
